In the 1960s, archaeologists en masse were voicing dissatisfaction with the archaeological status quo. Rather than record static facts as historians, archaeologists wanted to study fluid processes as scientists. As Hempelian explanation, where an event is explained when it is subsumed under a law or law-like statement, showed promise as a way to recast archaeology in this manner, it was chosen as the theoretical base for what became known as processual, or 'new archaeology.' ;Unfortunately, Hempelian archaeology ran into a number (...) of serious theoretical and methodological problems. Archaeology lacked the regularities that were thought to exist in sciences such as physics, so archaeological laws were difficult, if not impossible to define. In addition, equifinality, or under-determinism, made it impossible for archaeologists to choose between equally subsumable, albeit contradictory explanations. ;These problems were not limited to archaeology. Philosophers of science were already aware of these issues, and continue to search for answers for problems surrounding scientific explanation. As both groups continue to ask similar questions about the nature of science, this project posits that both archaeologists and philosophers of science have much to gain by resuming their original dialogue. ;By reengaging with philosophy, archaeologists can understand that the failure of Hempelian archaeology should not be seen as a failure of philosophical archaeology. Archaeologists would then see that ongoing questions about the future of archaeology actually mirror debates going on in philosophical explanation. ;Philosophers of science can also learn much from archaeology. As a transdisciplinary science, archaeology puts an interesting spin on standard philosophical problems. For instance, archaeological practice can be seen as questioning the centrality of laws to scientific explanation, and raises questions about the unity of science. In addition, claims that scientists have to be realists in regard to theoretical entities may need to be rethought, due to antirealist tendencies found in some archaeological contexts. Finally, as the interplay between the theory and practice of science has not been ironed out in archaeology, a study of this issue could be of great interest to philosophers of science. In summary, the goal of this dissertation is to provide concrete examples of how a study of problems central to archaeology can provide philosophers of science a new way to approach philosophical issues. At the same time, these examples should prove to archaeologists that a study of contemporary philosophy of science will strengthen the epistemological foundations of their relatively young science. 1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

This paper aims to develop a comparative analysis of the place of emotion from Indian and Western philosophical perspectives. Both Eastern and Indian philosophy consider three mental states as being involved with the arousal of emotions, i.e., cognitive (epistemic), conative (desire), and affective. In Indian philosophy, there is no such single term or specific equivalent definition to the Western term ‘emotion.’ Further, there is no clear dichotomy (cognitive & non-cognitive) between reason and emotion in Indian culture. In Indian scriptures, there (...) are various, at times intermingled conceptions of emotion. From a religious standpoint, emotion can be an expression of religious devotion (bhakti), and often emotions are viewed as barriers to having true knowledge and are considered a cause of attachment and an obstacle to liberation. After comparing a large amount of discussion on emotion following Western and Indian conceptions, and analyzing some real-life experiences where emotion plays various roles (intellectual, personal, and spiritual) within each philosophical tradition this paper concludes that it is critical to engage in a comparative, collaborative study of emotion. The notion of social capital focuses attention on social connectedness within communities and the ways that this connectedness may affect health and well-being. There are many competing definitions of social capital but most suggest that it involves trust, social networks and reciprocity within communities, not necessarily geographically defined. The usefulness of social capital and related theories that help in understanding the function of nurses in rural communities are explored in this paper. Nurses and health service planners are becoming increasingly aware (...) of the potential contribution of community nurses in rural and/or remote areas, as evidenced in the development of nurse practitioners. Through their interrelational role and status in rural communities, nurses are often ‘immersed’ or ‘embedded’ in the social networks that make up the fabric of rural life and may therefore be important contributors to social capital. For a concept such as social capital to be useful in nursing research, it must have distinct attributes, delineated boundaries, and well-described preconditions and outcomes in multiple contexts. Compiled by an archaeologist and philosopher of science, Science at the Frontiers: Perspectives on the History and Philosophy of Science supplements current literature in the history and philosophy of science with essays approaching the traditional problems of the field from new perspectives and highlighting disciplines usually overlooked by the canon. William H. Krieger brings together scientists from a number of disciplines to answer these questions and more in a volume appropriate for both students and academics in the field.

There are two ways to do the unexpected. The banal way—let's call it the expectedly unexpected—is simply to chart the waters of what is and is not done, and then set out to do something different. For a philosopher, this can be done by embracing a method of non sequitor or by perhaps inverting some strongly held assumption of the field. The more interesting way— the unexpectedly unexpected—is to transform the expectations themselves; to do something new and contextualize it in (...) such a way that it not only makes perfect sense, but has the audience scratching their heads and saying, “Of course!” To do the unexpectedly unexpected on a regular basis is the true mark of genius. It recalls Kant's characterization of the genius as the one who not merely follows or breaks the rules of art but that, “Genius is the natural endowment that gives the rule to art.” We would not like to make the bold claim that Paul M. Churchland (PMC) is a philosophical genius of Kantian standards, but he sometimes achieves the unexpectedly unexpected and his position on the issue of scientific realism is a fine example of this. Given other views he holds and the philosophical forebears he holds dear, one might expect him to embrace an antirealism with respect to the posits of scientific theories. But, quite to the contrary, Churchland is one of the strongest contemporary philosophical voices on behalf of scientific realism. And, as we will discuss in this chapter, a closer look at this reasoning reveals that his realism is not perverse, it is exactly the sort of position he should be expected to hold, if only we understand the philosophical issues correctly. In the 19th century, ‘scientific archaeologists’ split from their antiquarian colleagues over the role that provenience (context) plays in the value of an artifact. These archaeologists focus on documenting an artifact’s context when they remove it from its original location. Archaeologists then use this contextual information to place these artifacts within a particular larger assemblage, in a particular time and space. Once analyzed, the artifacts found in a site or region can be used to document, to understand, and explain the (...) past. Given the central place of context for archaeological excavation, archaeologists have done everything in their power to combat the black market. Hoping to stem the tide, archaeologists have leveled attacks on those who excavate these materials, those who traffic in them, and those who purchase them. Unfortunately, despite decades of argument and legal wrangling, archaeologists have been unable to stop the black market. The purpose of this paper is to analyze this failure from the supply side (what archaeologists call looting) and to suggest better ways to engage other stakeholders to the benefit of most, if not all. Continuing the work of the ‘Vienna Circle’, philosopher Carl Hempel created explanatory models to ground scientific inquiry in logic and empirical truth. Beginning with the physical sciences, he explored the application of these models to the social sciences as well. Terrestrial archaeologists incorporated Hempelian concepts by calling for global changes in archaeological methodology. These changes, explicitly designed to maximize data collection, were developed using particular idiosyncratic geographical cues that would undermine archaeology if implemented in other contexts. In this article, I (...) argue that similarly unconscious artifacts of particular archaeologists’ goals and locations have also governed underwater archaeology ’s growth as a discipline, much to its detriment. It is my hope that understanding the philosophical and archaeological issues that have led archaeology to this point will help to move archaeology forward. (shrink)

Multiple groups have interests that intersect within the new field of deep submergence archaeology. These groups‟ differing priorities present challenges for interdisciplinary collaboration, particularly as there are no established guidelines for best practices in such scenarios. Associating the term 'archaeology' with projects directed at underwater cultural heritage that are are not guided by archaeologists poses a real risk to that heritage. Recognizing that the relevant professional organizations, local laws, and conventions currently have little ability to protect pieces of cultural heritage (...) across disciplines and international boundaries, the authors propose institution-specific mechanisms, called Archaeology Review Boards , guided by local and international laws and conventions concerning cultural heritage, as the best means to provide oversight for academically centered archaeological activities at the local level. People have a love/hate relationship with rapidly changing healthcare technology. While consumer demand for medical apps continues to grow as rapidly as does supply, healthcare professionals and safety experts worry about the impact of these apps on the health consumer. In response to the rapidly growing mobile healthcare sector, the Food and Drug Administration has put forth guidelines to regulate ‘mobile medical apps’, those health-related apps that are designated as medical devices. In this article, I argue that this decision, to (...) only regulate apps that bill themselves as medical devices, will create a market for ‘off-label’ app use. Further, I will talk about the oft used analogy between off-label apps and off-label pharmaceuticals, showing that off-labeling apps will provide patients none of the benefits that come with a physician prescribing a drug off-label, while exposing the mobile healthcare consumer to significant risks that go significantly beyond those that we know of from prescription drugs. Recognizing that the Food and Drug Administration is not going to be able to significantly change its policies on oversight, I will suggest specific actions to at least mitigate some of the risks associated with off-label app use. At least four different frameworks — psychiatric, cognitive, functional and decision-making — are used in the evaluation of competence, all of which remain more or less unrelated in the literature. In the first section of this paper we consider various meanings of competence, in order to arrive at a definition of the term relevant to the medical and legal setting. Patient or client competence, we conclude, refers to the practical abilities that individuals employ in pursuing their own autonomous goals in (...) life. We then show how a systematic categorization of these practical abilities — which we call a taxonomy of practical judgment — allows us to show when the traditional frameworks for the evaluation of competence may or may not be useful in the evaluation of a particular competence.In the final section we explore some of the normative considerations underlying the taxonomy. For instance, competence is not only related to intrinsic abilities but to resources available in the community. Here we touch on questions related to the fair distribution of community resources. The paper is written in response to those who fail to recognize the relation between a patient's mental competency and her state of pain. Some clinicians claim that a proper diagnosis can only be made in the absent of analgesia. Rather, the patient's state of pain directly affects her mental competency and thus her ability to give valid consent. Clinicians should rethink their approach to diagnosis when the patient is in pain.

We consider the implications of trends in the number of U.S. farmers and food imports on the question of what role U.S. farmers have in an increasingly global agrifood system. Our discussion stems from the argument some scholars have made that American consumers can import their food more cheaply from other countries than it can produce it. We consider the distinction between U.S. farmers and agriculture and the effect of the U.S. food footprint on developing nations to argue there might (...) be an important role for U.S. farmers, even if it appears Americans don’t need them. For instance, we may need to protect U.S. farmland and, by implication, U.S. farmers, for future food security needs both domestic and international. We also explore the role of U.S. farmers by considering the question of whether food is a privilege or a right. Although Americans seem to accept that food is a privilege, many scholars and commentators argue that, at least on a global scale, food is a right, particularly for the world’s poor and hungry. If this is the case, then U.S. farmers might have a role in meeting the associated obligation to ensure that the poor of the world have enough food to eat. We look at the consequences of determining that food is a right versus a privilege and the implications of that decision for agricultural subsidies as well as U.S. agriculture and nutrition policies. Philosopy of medicine focuses inter alia on metaphysics and epistemology that are instantiated in biomedicine as physicalism (or materialism) and empiricism. The Golubchuck case reveals how the clinicans failed to recognize the relation between medical science and medical ethics and made biomedical decsions devoid of medical ethics. That is, they failed to make medical judgments that by defintion include a normative ethical component.

Background Intensivists must provide enough analgesia and sedation to ensure dying patients receive good palliative care. However, if it is perceived that too much is given, they risk prosecution for committing euthanasia. The goal of this study is to develop consensus guidelines on analgesia and sedation in dying intensive care unit patients that help distinguish palliative care from euthanasia. Methods Using the Delphi technique, panelists rated levels of agreement with statements describing how analgesics and sedatives should be given to dying (...) ICU patients and how palliative care should be distinguished from euthanasia. Participants were drawn from 3 panels: 1) Canadian Academic Adult Intensive Care Fellowship program directors and Intensive Care division chiefs (N = 9); 2) Deputy chief provincial coroners (N = 5); 3) Validation panel of Intensivists attending the Canadian Critical Care Trials Group meeting (N = 12). Results After three Delphi rounds, consensus was achieved on 16 statements encompassing the role of palliative care in the intensive care unit, the management of pain and suffering, current areas of controversy, and ways of improving palliative care in the ICU. Conclusion Consensus guidelines were developed to guide the administration of analgesics and sedatives to dying ICU patients and to help distinguish palliative care from euthanasia. (shrink)

Genetically modified cassava is currently being developed to address problems of diseases that threaten the food security of farmers in developing countries. The technologies are aimed at smallholder farmers, in hopes of reducing the vulnerability of cassava production to these diseases. In this paper we examine barriers to farmers’ voice in the development of GM cassava. We also examine the role of a translational research process to enhance farmers’ voice, to understand the sources of vulnerability farmers in a group in (...) Kenya’s Coast face, and to determine if their concerns are consistent with those of the scientists in agriculture addressing farmers’ needs. A two-way communication participatory process provided insights into the complex vulnerability context of farmers, their primary concerns with processing and markets of cassava in order to improve livelihoods, the lack of networks with two way communication flows, and the lack of information on GM technologies. The translational research engaged farmers and scientists in an iterative process where scientists are learning what farmers need, and farmers are learning about the potential benefits and risks from GM technologies, while at the same time expressing their concerns.
